Permitting & Compliance - Air Quality Program - Overview
The KSC Air Quality Program is charged with guiding the operations of KSC organizations and contractors as they pertain to Federal Clean Air Act (CAA) and State of Florida requirements. The KSC Air Quality Program roles and responsibilities include:
- Developing KSC policies to comply with statutory and regulatory requirements
- Providing guidance to KSC organizations and contractors on all air compliance and permitting requirements including construction, demolition or modification of air emission sources
- Assessing the applicability of proposed and promulgated air compliance regulations
- Maintaining KSC’s Title V Air Operation Permit and emissions inventory
- Serving as the NASA representative for all air compliance issues at KSC
- Interfacing with regulatory agencies through partnering meetings
Federal Rules and Regulations
The Florida Department of Environmental Protection (FDEP) has been delegated by the United States Environmental Protection Agency and State of Florida to administer Federal Clean Air Act requirements and an air permitting program. The Florida State Emergency Response Commission (SERC)/Department of Community Affairs (DCA) has been delegated to administer the Risk Management Planning program.
KSC Air Compliance Requirements
Air compliance program requirements for KSC organizations and contractors are found in the Kennedy NASA Procedural Requirements Document (KNPR) 8500.1 Chapter 6.
Title V Air Operation Permit & Permitting Requirements
Title V of the CAA established the Federal Air Operation Permit program which allows major facilities to consolidate their various individual air permits into one operating permit for the entire facility. KSC received its initial Title V Air Operation Permit (#0090051-006-AV) on March 29, 1999. The current Title V Air Operation Permit (#0090051-018-AV) was issued December 2, 2008 and expires August 30, 2013. The KSC Title V Air Operation Permit establishes specific requirements and limits for identified air emission sources [called emission units (EUs)].
Prior to constructing, demolishing, operating, or modifying any air emission source (including, but not limited to, generators, boilers, paint booths, abrasive blasting units, bag houses, scrubbers, surface coating operations, hypergol processing), organizations shall contact the NASA Environmental Assurance Branch for guidance and regulatory requirements. A construction and/or operating permit from the FDEP may be required. A modification to the KSC Title V Air Operation Permit may also be required. If a permit is required, permit applications shall be prepared by the organization and submitted to the NASA Environmental Assurance Branch for processing in accordance with the procedures in KNPR 8500.1 Chapter 6.
