Permitting & Compliance - Air Permits

Permitting Threshold

An Air Permit is required if the emissions from a new, constructed, modified, reconstructed, or existing unit have measured or calculated emissions of greater than:

  • 0.5 tons per year of any individual hazardous air pollutant (HAP)
  • 1.25 tons per year of all combined HAP
  • 0.25 tons per year of lead
  • 5 tons per year of all other pollutants

Air Construction Permit

The FDEP requires an air construction permit for all newly constructed or installed air emission units that have a potential to emit (PTE) over the permitting threshold or if a modification to an existing unit would result in a net increase in PTE over the permitting threshold. Air construction permits must be obtained prior to installation, construction, or modification.

Title V Operation Permit

Title V of the CAA established the Federal Air Operating Permit Program, which has delegated authority to the State of Florida Department of Environmental Protection (FDEP) and allows major facilities to consolidate their various air permits into one operating permit for the entire facility. KSC received the initial Title V Permit (#0090051-006-AV) on March 29, 1999 and received the renewal (#0090051-011-AV) on August 28, 2003. The current Title V Operation Permit (#0090051-012-AV) was issued September 13, 2004.

Prevention of Significant Deterioration (PSD) Permit

KSC is in an area of attainment with the air quality standards and must comply with the preconstruction review of the prevention of significant deterioration (PSD) provisions. KSC currently is not applicable to PSD, but with future construction, installation, or modifications, KSC has the potential to perform PSD permitting.
