Permitting & Compliance - Risk Management Plan
Section 112(r) of the Clean Air Act (CAA) establishes the “Chemical Accident Prevention Provisions.” These regulations, found in 40 CFR Part 68, require facilities that manufacture, process, store, or handle certain regulated substances in amounts greater than threshold quantities to conduct risk management planning and develop risk management plans (RMPs).
RMPs identify the hazardous substances and their locations at a facility, the hazards associated with each substance, the processes and chemical accident prevention steps employed to prevent an accidental release, and the response/mitigation plans in the event of an accidental release.
KSC’s RMP is maintained by the NASA Environmental Assurance Branch (EAB) and was last revised in April 2008. RMPs must be updated prior to the activation of any new or increased operations that manufactures, processes, stores, or handles any regulated substance greater than the threshold quantity. Organizations and contractors shall contact the EAB to discuss any operational or process changes that may require additions, deletions, or changes to the RMP.
The delegated regulatory authority for the Risk Management Planning at KSC is the Florida State Emergency Response Commission (SERC)/Department of Community Affairs (DCA).
RMP Internal Audit Program
The EAB conducts an internal audit at least every three years to update the RMP and verify that KSC’s risk management plans and procedures comply with regulations. The EAB has developed several checklists to assist with the internal audit and maintain the RMP:
