ENVIRONMENTAL PROGRAM AT KSC

Permitting & Compliance - Air Quality Program - National Emission for Hazardous Air Pollutants (NESHAP)

The United States Environmental Protection Agency (EPA) has established National Emission Standards for Hazardous Air Pollutants (NESHAPs) in 40 CFR Part 63. The Air Quality Program at KSC continues to assess proposed projects and the applicability to the newly promulgated regulations. There are currently a few NESHAP regulations that are applicable to KSC. These are listed below:

Aerospace NESHAP (40 CFR Part 63, Subpart GG)

The Aerospace NESHAP regulates coating operations to reduce HAP emissions. The Aerospace NESHAP applies to KSC but KSC currently has no operations covered under this NESHAP.

RICE NESHAP (40 CFR Part 63, Subpart ZZZZ)

The RICE (Reciprocating Internal Combustion Engine) NESHAP is a regulation to reduce the HAP emissions from stationary engines and electric generators. Due to KSC’s Title V Air Operation Permit status for HAP emissions, the RICE NESHAP does apply at this time.

Boiler NESHAP (40 CFR Part 63, Subpart DDDDD)

The Boiler (Industrial/Commercial/Institutional Boilers and Process Heaters) NESHAP is a regulation to reduce the HAP emissions from boilers and process heaters. KSC currently has no Boiler NESHAP requirements for existing boilers and process heaters. However, new boilers and process heaters may be subject to Boiler NESHAP requirements.

Site Remediation NESHAP (40 CFR Part 63, Subpart GGGGG)

The Site Remediation NESHAP is applicable to KSC. However, KSC is exempt from these requirements because all KSC remediation activities (and associated air emissions) are regulated under a Resource Conservation and Recovery Act (RCRA) Operating/Corrective Action permit administered by the Florida Department of Environmental Protection.

Future NESHAPs

The EAB is following the rule making process of potential future NESHAPs and is evaluating their applicability and impacts to KSC operations. Future NESHAPs that may have an impact on KSC operations include the Defense Land Systems and Miscellaneous Equipment (DLSME) NESHAP and the Existing RICE NESHAP.
